SENATE CONCURRENT

RESOLUTION

 

 

requesting the state historic preservation officer to nominate the Hilo County Jail to the register of historic places.

 

 


     WHEREAS, the Hilo County Jail was designed by famed Hawaii architect O.G. Traphagen in the late 1890s; and

 

     WHEREAS, O.G. Traphagen is known for his design and masterful execution of plans for the Palama Fire Station, the Moana Hotel, and the Hackfeld-American Factors Building, Honolulu buildings all completed in 1901‑1902; and

 

     WHEREAS, the Hilo County Jail was one of his earlier commissions and one of his first to utilize brickwork, a style fully developed in the Palama Fire Station; and

 

     WHEREAS, the brick Hilo County Jail replaced a stone jail built in 1848; and

 

     WHEREAS, records of the Hawaii State Archives show that an 1896 bid to construct the new Hilo County Jail was rejected because a previous bid of $2,425 had already been accepted and the contract awarded, indicating the date of the construction followed shortly after in 1896; and

 

     WHEREAS, the Hilo County Jail is a historical and cultural asset, both for its architecture and its long and colorful history; and

 

     WHEREAS, a structural assessment of the Hilo County Jail indicates repairs are necessary if the facility is to be maintained as an important part of the Big Island's historical and cultural heritage; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the House of Representatives concurring, that the State Historic Preservation Officer is requested to nominate the Hilo County Jail to the Register of Historic Places; and

 

     BE IT FURTHER RESOLVED that the Department of Public Safety is requested to assist the State Historic Preservation Officer in compiling the information necessary to nominate the Hilo County Jail to the Register of Historic Places; and

 

     BE IT FURTHER RESOLVED that the State Historic Preservation Officer is requested to report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2008, on the status of the nomination of the Hilo County Jail to the Register of Historic Places; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the State Historic Preservation Officer and the Director of Public Safety.
