SENATE CONCURRENT

RESOLUTION

 

 

requesting the department of health to conduct a study to determine the total scrap value of all aluminum deposit beverage containers redeemed since the implementation of the deposit beverage container program and the fiscal impact of basing redemption on a per container basis.

 

 


     WHEREAS, implementation of the Deposit Beverage Container Program established under chapter 342G, Hawaii Revised Statutes, began in 2002; and

 

     WHEREAS, prior to the program's implementation, individuals were paid "scrap value" for container's redeemed at recycling redemption locations; and

 

     WHEREAS, since the deposit beverage container program began, the "scrap value" payment practice was halted; and

 

     WHEREAS, under the current program, individuals must pay a deposit on a "per container" basis when purchasing beverages in a container that properly indicates a refund value; and

 

     WHEREAS, individuals redeeming deposit beverage containers receive the refund value when the containers are counted individually; and

 

     WHEREAS, when containers are redeemed in bulk, they are weighed and refunded the value of the deposit beverage containers based on that weight which is often an amount less than if the containers were counted by hand; and

 

     WHEREAS, the "scrap value" of the containers is not paid to the consumer, only the deposit refund value; and

 

     WHEREAS, redemption centers that accept deposit beverage containers that are aluminum are able to retain the "scrap value" of the containers; now, therefore,

     BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the House of Representatives concurring, that the Director of Health is requested to conduct a study to determine:

 

     (1)  The total scrap value of all aluminum deposit beverage containers redeemed since the implementation of the deposit beverage container program; and

 

     (2)  The fiscal impact of basing redemption on a per container basis; and

 

     BE IT FURTHER RESOLVED that the Director of Health is requested to submit its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2008; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Health.
