SENATE CONCURRENT

RESOLUTION

 

 

Requesting the University of Hawaii to expand and extend its current land lease with leahi hospital to facilitate campus-Wide master planning and long term development of geriatric and long-term health care services.

 

 


     WHEREAS, as Hawaii's population ages and its social, economic, and health conditions change, the need for more long-term care alternatives that are accessible, affordable, and comprehensive persists; and

 

     WHEREAS, the existing long-term care infrastructure does not adequately support current needs and the aging of the State's "baby boomer" population will significantly increase those needs; and

 

     WHEREAS, it is imperative that that additional long-term care resources are established; and

 

     WHEREAS, the State is lagging behind in support systems that accommodate Hawaii's frail elders as geographic, social, economic, and cultural barriers leave a large number of elder and disabled persons without adequate support; and

 

     WHEREAS, faced with a rapidly growing elder population in Hawaii, a severe shortage of nursing home beds, and the rising cost of long-term care, an infrastructure needs to be created that will facilitate an alternative community-based program that is comprehensive, prevents institutionalization, and contains long-term care costs; and

 

     WHEREAS, Leahi Hospital's long-term vision and plan for a geriatric center of excellence is a beginning toward positive infrastructure building that will address long-term care needs while incorporating complementary services and medical training partnerships; and

 

     WHEREAS, this long-term plan will be more feasible with an extension and expansion of Leahi Hospital's current land lease from the University of Hawaii; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the House of Representatives concurring, that the University of Hawaii is requested to extend and expand the current land lease agreement with Leahi Hospital, identified as the Kaimuki Tract, block 49, Kapahulu, Honolulu, Hawaii as identified on Tax Map 3‑2-31 (C.S.F. No. 14, 161), and other property located adjacent to Kilauea and Sunset Avenues, for seventy-five years or more to allow for the effective development and implementation of a campus master plan that will benefit those in need of long-term health care; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President and Board of Regents of the University of Hawaii, the Chief Executive Officer of Leahi Hospital, the President of the Hawaii Health Systems Corporation, and the Director of Health.
