SENATE CONCURRENT RESOLUTION
URGING Hawaii's law enforcement agencies to use the "a child is missing" alert program in locating missing persons.
WHEREAS, the "A Child is Missing" (ACIM) Alert Program was founded in 1997 as a nonprofit organization headquartered in Fort Lauderdale, Florida, to assist law enforcement in locating missing persons; and
WHEREAS, through its rapid-response, neighborhood telephone notification program, ACIM assists law enforcement in search and early recovery efforts during the critical initial hours following the disappearance of a child, elderly person, or disabled person; and
WHEREAS, ACIM uses high-tech telephony to make 1,000 calls in 60 seconds, allowing ACIM to quickly transmit a missing person alert to thousands of listed residents within the area surrounding the site of the person's disappearance via telephone, cell phone, or beepers, without jurisdictional boundaries; and
WHEREAS, the ACIM service is activated only when a law enforcement officer notifies ACIM after verifying that a person is missing; and
WHEREAS, since its inception, ACIM has helped law enforcement recover over 200 missing persons; and
WHEREAS, ACIM is recognized by law enforcement agencies across the nation for its effectiveness in helping to locate missing persons; and
WHEREAS, Hawaii's people, known as some of the most compassionate in the nation, would readily respond to ACIM's missing person alerts; and
WHEREAS, the people of Hawaii would greatly benefit from the ACIM service, which is available to law enforcement agencies nationwide; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the House of Representatives concurring, that the Legislature urges Hawaii's law enforcement agencies to use the ACIM Alert Program in locating missing persons; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Public Safety and the chiefs of each of the county police departments.
