SENATE CONCURRENT
RESOLUTION
requesting the department of accounting and general services to explore all methods of reintroducing fish to the state capitol's surrounding pond and implementing the reintroduction of fish.
WHEREAS, the State Capitol's original design did not include a surrounding pond; and
WHEREAS, the concept of a surrounding pond was later suggested to Governor John A. Burns by Jackie Kennedy; and
WHEREAS, the State Capitol's surrounding pond is intended to represent the beautiful Pacific Ocean; and
WHEREAS, prior to the renovation of the State Capitol in the 1990s, fish thrived in the surrounding pond; and
WHEREAS, after the renovation of the State Capitol, the decision was made not to replenish the surrounding pond with fish; and
WHEREAS, the surrounding pond is currently covered with algae and mosquito larvae can been seen in the surrounding pond; and
WHEREAS, mosquitoes, seen by some as a health concern, can be seen flying all over the State Capitol; and
WHEREAS, some have expressed that the water of the surrounding pond was cleaner when fish were able to eat the algae and mosquito larvae; and
WHEREAS, no fish have lived in the surrounding pond for over ten years; and
WHEREAS, with new research and technology on ecosystems and creating green environments, a system may exist that will allow fish and other life to thrive in the surrounding pond; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the House of Representatives concurring, that the Department of Accounting and General Services is requested to explore all methods of reintroducing fish to the State Capitol's surrounding pond and, if feasible, implement the reintroduction; and
BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to explore methods of creating an ecosystem to include fish and other life that will keep algae and mosquitoes at a minimum in the State Capitol pond; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and the Comptroller.
