A BILL FOR AN ACT

 

 

making an appropriation for the department of health to provide alcohol dependence drug injections.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that naltrexone, under the brand name of Vivitrol, is a monthly injectable medication for the treatment of alcohol dependence in patients who are able to abstain from alcohol in an outpatient setting prior to initiation of treatment.  Naltrexone is contraindicated in acute hepatitis or liver failure, and its use in patients with active liver disease must be carefully considered in light of its hepatotoxic effects.  The purpose of this Act is to require the department of health to provide free injections of naltrexone to appropriate patients for the treatment of alcohol dependence in its health clinics.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $      , or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum, or so much thereof as may be necessary for fiscal year 2008-2009, for the provision of free injections of naltrexone to appropriate patients for the treatment of alcohol dependence in health clinics operated under the department of health.

     The sums appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2007.
