HOUSE RESOLUTION
urging the city and county of honolulu to include in all land use approvals for residential developments, conditions requiring the concurrent provision of all infrastructure required by the development.
WHEREAS, the dream of the second city of Kapolei is turning into a nightmare of urban sprawl, local traffic congestion, and extended commuter trips for work and recreation; and
WHEREAS, added to these woes are the lack of efficient and responsive public services; over-enrolled, crowded schools; and in many cases, antiquated infrastructure, causing water and sewer failures; and
WHEREAS, the residents of Kapolei, Ewa, and the rest of Leeward Oahu are all suffering from the general lack of basic and adequate public services and infrastructure; and
WHEREAS, these failures diminish the quality of life for these residents; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, that the City and County of Honolulu is urged to include, in all land use approvals and discretionary permits for residential developments, conditions that require that all public services, including:
(1) Police and fire protection;
(2) Basic infrastructure, including all necessary street and highway improvements, and water and sewer services; and
(3) Educational facilities;
be provided concurrently with or prior to the approval of occupancy of any phase of any residential development; and
BE IT FURTHER RESOLVED that it is urged that these conditions contain specific dated deadlines for the provision of these services and infrastructure or deadlines that are set by studies that set warranty dates for the provision of these services and infrastructure; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu and the Chair of the Honolulu City Council.
