HOUSE CONCURRENT
RESOLUTION
REQUESTING THE DEPARTMENT OF HEALTH TO PROVIDE CARDIOPULMONARY RESUSCITATION TRAINING TO ALL EDUCATION PROFESSIONALS IN THE STATE OF HAWAII.
WHEREAS, heart disease is the leading cause of death in the United States for adults; and
WHEREAS, stroke is the third highest cause of death and the leading cause of disability in the United States for adults; and
WHEREAS, accidents are the leading cause of death for children between the ages of one and eight years of age, and infants between birth and twelve months of age; and
WHEREAS, these deaths occur at any time, without warning, and often in places where qualified medical treatment is not readily accessible; and
WHEREAS, saving a person's life often requires quick thinking and life-saving assistance within minutes of an occurrence; and
WHEREAS, on Oahu, the survival rate of prehospital cardiac arrest patients is only five percent; in King County, Washington, where cardiopulmonary resuscitation (CPR) training is mandated in schools, the survival rate is 31 percent; and
WHEREAS, current resources are insufficient to provide adequate medical treatment to all areas of the state; and
WHEREAS, a widespread effort to make more people CPR conscious in our schools is critical to ensuring students are able to safely access their curriculum; and
WHEREAS, teachers certified in CPR will help save lives and reduce death and disability; and
WHEREAS, CPR training for teachers should provide a standardized method for teaching both adult and pediatric CPR to teachers on "pump n' blow and the clearing of airway obstruction"; and
WHEREAS, widespread training in CPR has been successfully implemented in schools across the country and will be beneficial to the public throughout the state; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the Senate concurring, that the Department of Health is requested to provide CPR training to all education professionals in the state of Hawaii; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health and Superintendent of Education.
