HOUSE CONCURRENT
RESOLUTION
REQUESTING A FINANCIAL AUDIT OF THE HAWAII PUBLIC HOUSING AUTHORITY AND ITS TENANTS' ASSOCIATIONS.
WHEREAS, on July 1, 2006, the Housing and Community Development Corporation of Hawaii split into two separate agencies, the Hawaii Housing Finance and Development Corporation and the Hawaii Public Housing Authority (HPHA), pursuant to Act 196, Session Laws of Hawaii (SLH) 2005 and Act 180, SLH 2006; and
WHEREAS, HPHA is responsible for various functions related to public housing, including the development and operation of public housing projects and the administration of federal programs, the Public Housing Revolving Fund, homeless assistance, State Rent Supplement Program, and the Section 8 Housing Choice Voucher Program; and
WHEREAS, HPHA is responsible for the management of federal and state funds for public housing programs and services; and
WHEREAS, tenants' associations are also provided with public funds for the operation of programs and services within individual public housing projects; and
WHEREAS, the Legislature believes that all public agencies should be accountable for funds entrusted to them; and
WHEREAS, because of the recent establishment of HPHA and the various sources of funds it is responsible for, the Legislature believes that a financial audit should be conducted to ensure proper use and management of the funds; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the Senate concurring, that the Auditor is requested to conduct a financial audit of HPHA and its tenants' associations; and
BE IT FURTHER RESOLVED that the Auditor is requested to include in the audit:
(1) The various sources of federal and state funds allocated to HPHA and whether those funds are used for their intended purpose; and
(2) The accountability of funds distributed to tenants' associations and whether they are being used for their intended purpose;
and
BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of its findings and recommendations, including any proposed legislation, no later than 20 days prior to the convening of the Regular Session of 2008; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and Executive Director of HPHA.
