HOUSE CONCURRENT
RESOLUTION
requesting the department of Human Resources Development to conduct a study on providing child care services to children of state employees.
WHEREAS, appropriate relationships and stimulation in the first three years of life are critical to ensure proper brain development and cognitive abilities; and
WHEREAS, the shift in Hawaii's labor force in recent years has resulted in more working parents, and the provision of suitable child care is a growing issue; and
WHEREAS, there is a shortage of infant and child care providers and facilities in Hawaii, thereby making it increasingly difficult for working parents to obtain and afford child care; and
WHEREAS, additionally, child care issues may have an adverse impact on employers through employee absenteeism, tardiness, and turnover rates; and
WHEREAS, finding a mechanism to provide child care to the children of State employees will alleviate several problems, including absenteeism and tardiness, and open up private child care facilities to other families; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the Senate concurring, that the Department of Human Resources Development (DHRD) is requested to study the necessity and feasibility of providing child care services to children of State employees; and
BE IT FURTHER RESOLVED that the study include:
(1) The numbers of State employees and children that may use State-provided child care;
(2) The feasibility of DHRD, or other appropriate entity, establishing, operating, and maintaining a child care program; and
(3) Suggested legislation;
and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Human Resources Development.
