HOUSE CONCURRENT

RESOLUTION

 

 

STRONGLY URGING THE UNITED NATIONS TO RECOGNIZE BY GENERAL ASSEMBLY RESOLUTION THE MILLIONS OF LEGALLY UNREGISTERED CHILDREN IN THE PEOPLE'S REPUBLIC OF CHINA KNOWN AS THE HEI HAIZI.

 

 

 


     WHEREAS, the increasing population of the People's Republic of China has resulted in the implementation of a "one-child per family policy" in which families with more than one child must pay a fine, and if that fine is not paid, their child is not legally registered with the PRC government; and

 

     WHEREAS, having no legal registration, children who are excluded from official recognition are marginalized in society, lacking educational, health, and other state-sponsored, state-provided social benefits; and

 

     WHEREAS, current estimates of the number of legally unregistered persons, known as the Hei Haizi or "The Black Children of China" in the PRC is estimated to be at least eight million children; and

 

     WHEREAS, the marginalization of the Hei Haizi reflects negatively not only the People's Republic of China, but the entire human race; and

 

     WHEREAS, the Legislature recognizes that children, whatever their citizenship or geographical residence may be, are the future of our Planet, and must be treated with respect, reverence, and awe; now, therefore

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the Senate concurring, that this body strongly urges the United Nations to recognize by General Assembly resolution the millions of legally unregistered children in the People's Republic of China known as the Hei Haizi; and

 

     BE IT FURTHER RESOLVED that the United Nations Children's Fund (UNICEF) is requested to provide and transmit a certified report to the Legislature, not later than 20 days prior to the convening of the Regular Session of 2008, on the following matters:

 

     (1)  The current international political status of the Hei              Haizi;

 

     (2)  An algorithm and computer software model to determine              how many persons will be legally unregistered in the               People's Republic of China, given the current rate of              reproduction, by the year 2025, 2100, and 2200;

 

     (3)  A policy study of the long-term implications of                    millions of unregistered persons reaching adult age in        the People's Republic of China, and the consequences              it may have upon:

 

              (a)  Protection of human rights;

              (b)  The proliferation of even more unregistered                        persons;

              (c)  The overall political, economic, and                           military stability of the People's Republic                        of China;

              (d)  The possibility of insurgency, terrorism,                      civil war, or even thermonuclear conflict as                  a result of the growing number of                               unregistered persons, who may become                              disaffected dissidents;

              (e)  The possibility of a mass migration of Hei                     Haizi to neighboring states, resulting in a                        humanitarian crisis, or even destabilization                  of regimes; and

               (f)  Any other areas which UNICEF regards                           pertinent.

 

     (4)  Policy recommendations, and any proposed legislation,              if applicable.

 

     BE IT FURTHER RESOLVED that duly certified copies of this Concurrent Resolution be transmitted to:

 

     (1)  The National Security Advisor to the President of the              United States of America;

 

     (2)  The President of the United States of America;

 

     (3)  The President of the People's Republic of China;

 

     (4)  The President of the General Assembly of the United            Nations;

 

     (5)  The Secretary General of the United Nations;

 

     (6)  The President of the United Nations Security Council;

 

     (7)  The Federation of American Scientists; and

 

     (8)  Human Rights Watch.
