HOUSE CONCURRENT
RESOLUTION
REQUESTING the Department of Transportation to implement a transportation performance program.
WHEREAS, the State's worsening transportation problems are imposing substantial costs on the State's residents and businesses; and
WHEREAS, traffic congestion in the State's major metropolitan areas has worsened over time and in relation to comparable metropolitan areas in other states; and
WHEREAS, traffic congestion diminishes air quality and safety, undermines the State's economic health, its residents' quality of life and prosperity, and perpetuates poverty; and
WHEREAS, the absence of a specific and concrete plan by the State to address traffic congestion ensures that traffic congestion will continue to worsen; and
WHEREAS, it is necessary to undertake transportation performance and accountability measures to minimize traffic congestion to protect the health and well-being of the State's residents and to maintain the economic growth of the State; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the Senate concurring, that the Department of Transportation is requested to implement a transportation performance program; and
BE IT FURTHER RESOLVED that the Department of Transportation is requested to include the following components in the transportation performance program:
(1) Major metropolitan traffic congestion reduction objectives, including:
(A) Long-term traffic congestion reduction objectives;
(B) Interim traffic congestion reduction objectives;
(C) Reduction of traffic congestion;
(D) Preservation of non-toll roads; and
(E) Reduced cost-per-delay-hour standard;
(2) A statewide traffic flow improvement plan to include incident management, reduction of delays due to improvement projects and construction-related congestion;
(3) A statewide infrastructure maintenance and improvement program for pavement, bridge safety, and pothole repair;
(4) A statewide safety enhancement program to include reduction of vehicular-induced injuries and fatalities and a statewide transportation emergency preparedness plan; and
(5) Partnership with academia to include cooperation and collaboration with the University of Hawaii to create a transportation research center and transportation programs that integrate engineering education with congestion mitigation and safety improvements in the State; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation, the President of the University of Hawaii, and the Mayors of the respective counties.
