HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THAT THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES STUDY AND EVALUATE ALTERNATIVES IN UPGRADING THE STATE’S PAYROLL and PERSONNEL SYSTEMS.

 

 

 


     WHEREAS, the State’s payroll system has not been upgraded in almost two decades; and

 

     WHEREAS, in some state departments the payroll is still done manually, and available technological improvements have not been implemented; and

 

     WHEREAS, the number of non-value-added activities creates lag time and impedes the ability of the Department of Accounting and General Services (DAGS) and line departments to deliver quality payroll services to employees in an efficient manner; and

 

     WHEREAS, some employees have waited months for step movements and for payments for mileage reimbursements, overtime, and unused vacation to be processed; and

 

     WHEREAS, the State's current payroll and human resources systems do not adequately meet the needs of government in the 21st century; and

 

     WHEREAS, the State has an obligation to make changes to improve the technology used to issue payments, streamline government operations, enhance functionality, and eliminate a reliance on manual, paper-based processes through web-based services; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the Senate concurring, that the Department of Accounting and General Services is requested to study and evaluate how its payroll system can deliver better, more efficient services to line departments and state employees; and

 

     BE IT FURTHER RESOLVED that DAGS is requested to submit a report of its findings and recommendations to the Legislature no later than 20 days prior to the convening of the Regular Session of 2008; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and  Comptroller.
