HOUSE CONCURRENT
RESOLUTION
requesting the department of education to develop cost estimates and plans to make extensive renovations to Kapaa, kauai, and waimea High School gymnasiums.
WHEREAS, the gymnasiums of Kapaa, Kauai, and Waimea High Schools were designed and built during the World War II Era (1940s) and repaired once after Hurricane Iniki; and
WHEREAS, the structures are old and deteriorated and need to be modernized; and
WHEREAS, the facilities are used for physical education classes, intramural sports, high school athletics, cheerleading practices, special events, school assemblies, and community leagues; and
WHEREAS, it provides a source of school and community pride; and
WHEREAS, physical activity remains an important part of a growing child's psychological and physical development and future well-being; and
WHEREAS, the facilities can serve as civil defense shelters, of which there is a shortage statewide; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the Senate concurring, the Department of Education (Department) is requested to develop cost estimates and design plans for extensive renovations of the Kapaa, Kauai, and Waimea High School Gymnasiums; and
BE IT FURTHER RESOLVED that the Department is requested to seek the input of individual school administrators, athletic directors, coaches, staff, teachers, and students to come up with an appropriate gymnasium design, plan, and infrastructure; and
BE IT FURTHER RESOLVED that the Department is requested to work with state Department of Defense and the County of Kauai to determine if the gymnasiums can be renovated to accommodate civil defense purposes; and
BE IT FURTHER RESOLVED that the Department is requested to report its progress, findings, funding sources (e.g., the use of state Civil Defense funds if the gymnasium is upgraded to a shelter), and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session 2008; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Board of Education, the Superintendent of Education, the state Department of Defense, the principals of Kapaa, Kauai, and Waimea High Schools, and the Mayor and County Council of the County of Kauai.
