HOUSE CONCURRENT

RESOLUTION

REQUESTING THE DEPARTMENT OF TRANSPORTATION, THE DEPARTMENT OF TRANSPORTATION SERVICES, and VANPOOL HAWAII TO WORK COOPERATIVELY TO CREATE A SENIOR VAN POOL PROGRAM.

     WHEREAS, senior citizens are most in need of ordinary daily transportation; and

     WHEREAS, many senior citizens cannot drive safely and therefore do not drive themselves; and

     WHEREAS, currently, public transportation is limited to the public bus or the handi‑van service; and

     WHEREAS, many seniors may prefer not to ride the bus or may not otherwise qualify for the handi-van; and

     WHEREAS, it is this gap group of the population who would benefit from a senior vanpool arrangement with volunteer drivers; and

     WHEREAS, a senior citizen could utilize a vanpool for transportation to locations within the community, including food establishments, adult day care, shopping centers, markets, and recreational centers; and

     WHEREAS, chapter 279E, Hawaii Revised Statutes, provides for the State and the counties to furnish a ridesharing arrangement; and

     WHEREAS, the Department of Transportation contracts with Vanpool Hawaii to provide a ridesharing program for commuters; and

     WHEREAS, the City and County of Honolulu provides a handi‑van service; now, therefore,

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the Senate concurring, that the Department of Transportation, the Department of Transportation Services of the City and County of Honolulu, and Vanpool Hawaii are requested to work cooperatively to establish a senior vanpool program; and

     BE IT FURTHER RESOLVED that the Department of Transportation report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2008 on its findings and recommendations to create a senior vanpool program, including sources of funding and proposed legislation, if necessary; and

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation, Director of Transportation Services of the City and County of Honolulu, and Vanpool Hawaii.
