HOUSE CONCURRENT
RESOLUTION
REQUESTING the Auditor to conduct a financial and management audit of Hale Na‘au Pono and the Department of Health's community health centers' delivery of mental health services to residents statewide.
WHEREAS, in 1987, the Waianae Coast Community Mental Health Center, Inc., dba Hale Na‘au Pono, a private nonprofit corporation, was created on the Waianae coast of Oahu in response to the acknowledged inadequate delivery of mental health services by the Department of Health to the Waianae coast, including Nanakuli, Maili, Waianae, Makaha, and Makua; and
WHEREAS, Hale Na‘au Pono is intended to serve as a model to provide a wide range of culturally and socially sensitive, community-based, behavioral health services for children and adults, including substance abuse and therapeutic foster care; and
WHEREAS, of the State's nine community health centers, Hale Na‘au Pono is the only private nongovernmental organization -- the other eight operate under the Department of Health; and
WHEREAS, Hale Na‘au Pono has received prestigious awards including the Managed Behavioral Healthcare Leadership Award at the 1999 National Managed Health Care Congress; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the Senate concurring, that the Auditor is requested to conduct a financial and management audit of Hale Na‘au Pono and the Department of Health's community health centers' delivery of mental health services to residents statewide; and
BE IT FURTHER RESOLVED that the Auditor is requested to include in the financial and management audit:
(1) A cost analysis of operations comparing the state-run centers and Hale Na‘au Pono;
(2) A comparison of salaries and benefits of comparable positions;
(3) The respective credentialing and certification or licensing of the professional staff employed; and
(4) Any other issues the Auditor deems relevant; and
BE IT FURTHER RESOLVED that the Auditor is requested to submit any findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2008, including any necessary proposed legislation; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, the Director of Health, and the President and Chairperson of the Executive Committee of Hale Na‘au Pono.
