HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE CITY AND COUNTY OF HONOLULU TO PROVIDE A PROPERTY TAX REDUCTION OR TAX CREDIT FOR, OR SOME OTHER METHOD OF COMPENSATION or reimbursement TO, REAL PROPERTY TAXPAYERS WHO PAY FOR THEIR OWN TRASH COLLECTION SERVICES.

 

 

 


     WHEREAS, under section 3, Article VIII of the Hawaii State Constitution, the "taxation of real property shall be exercised exclusively by the counties"; and

 

     WHEREAS, currently, trash collection for residents of the City and County of Honolulu is provided by the county and paid through the assessment of the county real property tax; and

 

WHEREAS, not all residents, however, who pay the county real property tax benefit from county trash collection; and

 

     WHEREAS, condominium owners and certain others who reside in the City and County of Honolulu who pay the county real property tax, must pay for their own trash collection services;

 

WHEREAS, these taxpayers are unfairly discriminated against and should be compensated for the county trash collection services not provided to them; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the Senate concurring, that the City and County of Honolulu is requested to consider providing a property tax reduction or tax credit for, or some other method of compensation or reimbursement to, county real property taxpayers who pay for their own trash collection services; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the City and County of Honolulu and the Chairperson of the Honolulu City Council.
