SECTION 1. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2007-2008, for a grant-in-aid to the city and county of Honolulu to design a family caregivers grant program to provide grants to caregivers who are caring for persons who are aged, infirm, or disabled. The design criteria shall include, among other things, the following:

(1) Eligibility requirements for grant recipients, which may include:

(A) Non-paid family and other caregivers who provide care to kupuna care or other program recipients;

(B) Individuals residing in hard-to-serve, rural, or geographically isolated areas; or

(2) Standards for demonstrating financial need;

(3) Standards for whether grants should be issued in the same or varying amounts, based upon enumerated criteria;

(4) A determination of the manner in which grants should be distributed, which may be based on the total amount available for the grant program or the total number of individuals for which grants may be awarded; and

(5) Best practices that can be used to support the family caregiver community in providing care to the elderly, infirm, or disabled.

The sums appropriated shall be expended by the city and county of Honolulu for the purposes of this Act.

There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2007-2008, for a grant-in-aid to the county of Maui to design a family caregivers grant program to provide grants to caregivers who are caring for persons who are aged, infirm, or disabled. The design criteria shall include, among other things, the following:

(1) Eligibility requirements for grant recipients, which may include:

(A) Non-paid family and other caregivers who provide care to kupuna care or other program recipients;

(B) Individuals residing in hard-to-serve, rural, or geographically isolated areas; or

(2) Standards for demonstrating financial need;

(3) Standards for whether grants should be issued in the same or varying amounts, based upon enumerated criteria;

(5) Best practices that can be used to support the family caregiver community in providing care to the elderly, infirm, or disabled.

The sums appropriated shall be expended by the county of Maui for the purposes of this Act.

The design criteria shall include, among other things, the following:

(1) Eligibility requirements for grant recipients, which may include:

(A) Non-paid family and other caregivers who provide care to kupuna care or other program recipients;

(B) Individuals residing in hard-to-serve, rural, or geographically isolated areas; or

(2) Standards for demonstrating financial need;

(3) Standards for whether grants should be issued in the same or varying amounts, based upon enumerated criteria;

(5) Best practices that can be used to support the family caregiver community in providing care to the elderly, infirm, or disabled.

The sums appropriated shall be expended by the county of Kauai for the purposes of this Act.

SECTION 5. Each county shall report to the joint legislative committee on family caregiving, established pursuant to Act 285, Session Laws of Hawaii 2006, no later than twenty days prior to the convening of the regular session of 2008 on the county's efforts to design a family caregivers grant program, including design criteria and additional funding necessary for the implementation of the grant program.

SECTION 6. This Act shall take effect on July 1, 2007.
