Description: Requires the establishment of a Child Protective Services (CPS) proceedings database. Defines "abuse". Requires state criminal conviction record checks for people who report child abuse. Requires law enforcement authority to conduct initial investigation. Requires police to consult with CPS worker before assuming custody.
