Description: Repeals the current statutory "cap" of 25 new century charter schools and 23 conversion charter schools. Proposes an amendment to the Constitution to allow the Governor to appoint a voting member to the BOE from charter school parents, administrators, faculty and staff. Creates a new public charter schools statutory chapter, which authorizes the establishment of charter schools and sets forth powers, responsibilities, and administrative and governance provisions.
