Description: Authorizes the board of regents of the University of Hawaii (BOR) to develop internal policies and procedures for the procurement of goods, services, and construction. Exempts the BOR from the Hawaii Procurement Code, but encourages the BOR to use its provisions where possible. (HB15 HD1)
