Appropriates funds to DOH to support increased school-based substance abuse treatment programs for middle schools.

RELATING TO AGRICULTURAL TOURISM.

RELATING TO COUNTIES.

Allows the counties to establish a residential property tax discount program for certain homeowners based on the number of years the property taxpayer has resided in the State. Appropriates funds to be matched by the counties to obtain tax software upgrades.

RELATING TO PUBLIC SAFETY.

Prohibits the state or counties from expending federal funds under the State Homeland Security Program (Program) unless the state Department of Defense submits a report detailing expenditures under the Program and a plan for homeland security that includes certain priorities.

Clarifies the process of payments for benefits under automobile personal injury protection coverage where the bill for medical services submitted does not conform to the fee schedule or where there is a dispute between the medical provider and insurer on compliance.

RELATING TO STATE ENTERPRISE ZONES.

Establishes that agricultural businesses shall remain eligible for tax incentives under the EZ program in the event of force majeure. Allows agricultural businesses to meet annual gross revenue requirements if the businesses are unable to meet annual full-time employee requirements. Clarifies the definition of "full-time employees". Specifies that tax credits taken in the EZ program cannot be duplicated in other tax incentive programs.

RELATING TO UNMARRIED COUPLES.

Ensures parity between unmarried couples and married couples by extending the benefits provided under the State's employer-union health benefits trust fund to reciprocal beneficiaries.

RELATING TO MEDICAL RECORDS.

Limits costs of copying medical records for documentary evidence to not more than a total of $1 for any number of pages up to the first 50 pages and not more than $0.50 for each page in excess of 50. Limits to unspecified amounts the cost for copying: (1) electronic documents and microfilm documents; and (2) x-rays.
