RELATING TO MOTOR SCOOTERS.

Prohibits dealers from selling new motor scooters with noise emissions exceeding a specified number of decibels. Adds motor scooters to noisy muffler law currently applicable to motorcycles and mopeds.

RELATING TO SMOKING.

Prohibits smoking on public beaches and parks and certain recreational areas. Prohibits disposal of smoking waste in any place where smoking is prohibited, except in designated waste disposal container. Subjects violators to $250 fine.

RELATING TO PUBLIC WORK PROJECTS.

Requires a construction project owner who undertakes a construction project to be used by the State or a county to sign a lease agreement that certifies compliance with the State's public works prevailing wage law. Requires that copies of the lease agreement be filed with the departments of labor and industrial relations and accounting and general services.

RELATING TO HIGHWAY SIGNS.

Requires the department of transportation to erect signs on Hana highway identifying each bridge by its Hawaiian name and explaining the name of the bridge in English. Appropriates funds.

RELATING TO HEALTH.

RELATING TO BIOLOGICAL DIVERSITY.

Creates temporary commission on biological diversity to assist in creating a regulatory framework to implement policies and make relevant recommendations to the legislature regarding access to genetic resources and biological diversity in Hawaii. RELATING TO THE PETROLEUM INDUSTRY.

(1) Establishes petroleum industry monitoring, analysis, and reporting special fund; (2) petroleum industry information reporting system; and (3) unfair practices by petroleum industry.

Provides a general excise tax exemption for amounts received for the purchase of any supplemental food recommended by the "WIC" food program.

MAKING AN APPROPRIATION FOR THE REIMBURSEMENT TO THE COUNTIES FOR THE ISSUANCE OF PARKING PLACARDS TO PERSONS WITH DISABILITIES.

Appropriates funds to the counties as reimbursement for expenses incurred for administering the parking placard program for persons with disabilities.

RELATING TO THE STATE PHARMACY ASSISTANCE PROGRAM.

Extends income eligibility requirement to two hundred per cent of the federal poverty level. Requires the department to provide enrollees with counseling about prescription drug plans. Repeals prescription drug rebate funding limitations.

RELATING TO GENETICALLY MODIFIED ORGANISMS.

Requires persons proposing to engage in testing, propagating, cultivating, and growing GMOs to notify DOH and obtain a certification from DOH.
