RELATING TO MILITARY INSTALLATIONS. Requires notification to the commanding officer of a military installation of zoning changes and district boundary amendments for land within 3,000 feet or 2 miles (depending on county population) of a military installation.

RELATING TO HUNTING. Exempts individuals who qualify for a free state hunting license from any other hunting related fees under the administrative rules of the department of land and natural resources, division of forestry and wildlife.

RELATING TO PUBLIC LAND LIABILITY. Makes permanent 2003 law limiting public entity liability in actions based upon duty to warn of natural conditions on public land.

RELATING TO STATE AND COUNTY TORT LIABILITY. Repeals the sunset date of Act 190, SLH 1996, which establishes conclusive presumptions regarding the duty of public entities to warn of dangers at public beach parks. Repeals the sunset date of Act 170, SLH 2002, which provides an exception to liability for county lifeguard services.

RELATING TO LIABILITY. Repeals the sunset dates of, thereby making permanent, laws that provide the state and county governments with liability protection for public use of certain state or county recreational areas.

RELATING TO COUNTY ZONING. Repeals the existing definition of nonsignificant changes and clarifies that counties may specify through ordinance that minor zoning changes may be made administratively by designated county agencies. Requires each county to establish conditions for such zoning changes.

RELATING TO PROTECTION OF FOREST RESERVES. Establishes general administrative penalties for violations under chapter 183. Increases fines for timber trespass.

RELATING TO LAND USE. Establishes a moratorium on golf course development until 2010 to allow the State Office of Planning to study the environmental impact of these projects and form a plan for sustainable golf course development.

RELATING TO FOREST STEWARDSHIP. Allows revenue derived from forest reserves to be deposited into the Forest Stewardship Fund for management of the State Forest Reserve System.

RELATING TO GROUNDED VESSELS. Allows the State to take more immediate action in the case of a vessel grounded on a living reef or other critical areas where prompt action may minimize the damage to State property and ocean resources.
