RELATING TO AGRICULTURAL WATER.

Preserves water for agricultural use on lands classified by the Land Study Bureau as class A or B or on lands dedicated to agricultural use.

Amends the definition of shoreline.

RELATING TO FISHING.

Establishes a community based subsistence fishing area in the state marine waters adjacent to the ahupuaa of Haena, Kauai; restricts certain uses and activities in the fishing area; requires DLNR to consult with the inhabitants of the ahupuaa of Haena on rules for the fishing area.

RELATING TO PUBLIC ACCESS.

Clarifies that obstructions to the sea or to or along the shoreline or inland public recreational areas or government roads are prohibited. Clarifies that inland public recreational areas include public trails.
