RELATING TO THE MAUNA KEA SUMMIT.

Requires the department of land and natural resources to lease the Mauna Kea summit lands at a reasonable rate that reflects the cultural value of the site; requires the University of Hawaii to rent or lease the Mauna Kea Observatory facilities a reasonable rate that reflects the scientific value of the site.

RELATING TO LANDS CONTROLLED BY THE STATE.

Requires the agricultural development corporation, Hawaii community development authority, and the University of Hawaii to obtain legislative approval prior to permanently disposing of state lands under their respective jurisdictions.

RELATING TO PUBLIC LANDS.

Requires prior legislative approval prior to any sale, long-term lease, or transfer to another department of the State, county, or other political subdivision of the State, any State public lands. Also requires legislative approval for MOUs or MOAs involving transfers of public land.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Appropriates funds out of the Hawaii community development revolving fund to reimburse Alexander and Baldwin Properties, Incorporated, for reasonable costs incurred up to September 14, 2005, in developing its proposal for the Kakaako makai development project.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Establishes legislative oversight, review, and approval of the Hawaii community development authority's master planning functions and development of community development districts prior to the expenditure of public funds on development district infrastructure. Requires the authority to post public notice of its proceedings and its meeting minutes on the authority's website.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Adds 2 more members to the governing body of the Hawaii community development authority. Requires the governor to appoint 2 nominees, 1 from a list of nominees provided by the senate president, and 1 from a list of nominees provided by the speaker of the house of representatives.

RELATING TO COMMUNITY DEVELOPMENT.

Establishes the Kakaako central small business district. Requires the Hawaii community development authority to solicit input from the Kakaako central small business district community when adopting or amending a master plan for the area. Places a moratorium on infrastructure and street improvements in the Kakaako central small business district until 12/31/06.

Makes an appropriation for the auditor to prepare the 2050 sustainability plan.

Extends the deadline for the auditor to submit the Hawaii 2050 Sustainability Plan for an additional year and extends the authority of the Hawaii 2050 task force to 6/30/08.

RELATING TO HARBORS.

Removes Honolulu harbor piers 1 and 2 from Kakaako community development district and grants jurisdiction and administrative authority over piers 1 and 2 to department of transportation.
