RELATING TO MONEYS FOR DISASTER PREPAREDNESS.

Raises the ceiling on expenditures from the major disaster fund from $1 million to $2 million to provide for additional disaster relief; returns the interest earned on the hurricane reserve trust fund to the hurricane reserve trust fund when the Hawaii hurricane relief fund has policyholders; creates a civil defense disaster preparedness special fund to build or improve public shelters, improve early warning systems, conduct public education on disaster preparedness, promote loss mitigation efforts, provide around the clock alert staff, update evacuation maps in phone books, develop statewide residential safe room design standards, fund disaster or emergency response programs, establish and maintain emergency supplies. MAKING AN APPROPRIATION FOR HURRICANE PREPAREDNESS.

Funds a study to conduct a structural analysis of each hospital and nursing home facility to determine their ability to withstand hurricanes. Makes appropriation. (SD1)

RELATING TO DISASTER PREPAREDNESS.

Establishes hurricane resistant building code for state buildings; requires developers to install siren warning devices in developments; provides wind resistant devices income tax credit; establishes rebuttal presumption in favor of undergrounding utilities in tsunami-prone areas; clarifies governor's duties in deploying national guard; allocates funds from FY06 to establish emergency cache; prohibits profiteering and price gouging; creates residential disaster assistance special fund; requires director of civil defense to develop a disaster preparedness emergency shelter plan that provides adequate emergency shelter for residents and visitors. RELATING TO EMERGENCY SHELTERS.

Requires health care facilities and nursing homes subject to licensing or certification by the DOH to file a disaster preparedness plan with the DOH; mandates the HCDCH to coordinate efforts with the counties to identify places for temporary emergency shelters for homeless individuals and families; authorizes the issuance of general obligation bonds to fund retrofit of public school buildings to enable them to be used as emergency shelters; appropriates funds to retrofit existing and construct new emergency shelters, operate shelters on a 24/7 basis, upgrade civil defense communication systems, conduct an education and awareness campaign; makes appropriations for emergency shelters. RELATING TO HARBORS.

Removes Honolulu harbor piers 1 and 2 from Kakaako community development district and grants jurisdiction and administrative authority over piers 1 and 2 to department of transportation. (SD1)
