RELATING TO DRIVING UNDER THE INFLUENCE OF ALCOHOL.

Establishes increased licensing and vehicle registration penalties for persons who drive with alcohol concentration of .15 or more.

RELATING TO TRANSPORTATION.

Earmarks a percentage of moneys from the state highway fund for bikeways.

RELATING TO ILLEGAL DRUGS.

Prohibits operation of a motor vehicle with illegal drugs in the bloodstream. Requires operator to submit to testing for the presence of illegal drugs in the bloodstream. Establishes penalties for failing test and refusing to submit to test.

RELATING TO THE USE OF MOBILE PHONES WHILE DRIVING.

Prohibits the use of a mobile telephone while driving unless equipped with a hands-free accessory.

RELATING TO THE USE OF SAFETY HELMETS BY MINORS.

Mandates safety helmet use for moped drivers under the age of 18 years.

RELATING TO MOTOR VEHICLES.

Permits motor vehicle backup warning beepers to be disabled between 10:00 p.m. and 6:00 a.m. if the vehicle's driver is assisted by a responsible adult while reversing.

RELATING TO NO FAULT INSURANCE.

Establishes the offense of "motor vehicle accident while uninsured" if a person is involved in a motor vehicle accident while the motor vehicle operated by the person is uninsured. Provides the option of a forty-eight hour jail term in lieu of a fine or community service as penalty for the offense.

Increases sanctions for driving with a high blood alcohol level.

Increases the penalties for motorists who violate Hawaii's crosswalk law.

MAKING AN APPROPRIATION FOR A STATE-OWNED AIRCRAFT.

Appropriates $1,900,000 for the department of transportation to purchase a state-owned aircraft to be used in the conduct of state business. Requires the department to adopt rules concerning the use and maintenance of the aircraft.
