MAKING AN APPROPRIATION FOR THE ROADS IN LIMBO PROGRAM FOR THE COUNTY OF HAWAII.

Establishes a roads in limbo program to resolve issues relating to certain roads in the county of Hawaii that are not maintained by the State or the county; appropriation.

RELATING TO DRIVER LICENSING.

Allows the examiner of drivers to issue an instruction permit to an applicant with disabilities who possesses a valid driver's license from another state and who fails to pass a road test to obtain a license under this state.

Revokes a person's driver's license if the person commits a drug offense.

RELATING TO HARBORS.

Establishes use priorities for Honolulu Harbor; prohibits conversion of maritime cargo use to another use.

RELATING TO TRANSPORTATION.

Amends section 291D-10, HRS, so that unpaid parking citations remain the responsibility of the person who owned the vehicle at the time the citation was issued, even if the vehicle is later transferred. Permit the driver's license of the person who was the registered owner at the time the citation was issued to be restricted until outstanding assessments are paid.

RELATING TO CHAPTER 291E, HAWAII REVISED STATUTES.

Creates a felony charge for those who drive after a court revokes their license for DUI convictions, and a new criminal offense for those who drive after a court suspends their license for DUI convictions.

RELATING TO VEHICLE TAXATION.

Repeals state vehicle weight tax and imposes tax based on fair market value of the vehicle instead.

RELATING TO MOPEDS.

Requires mopeds to be inspected annually, to display a certificate of inspection, and to be operated only with an exhaust system that meets original manufacturer specifications.

RELATING TO PEDESTRIAN SAFETY.

Gives the driver of a vehicle the right of way when a pedestrian within a crosswalk affirmatively allows the driver to take the right of way.

Requires the use of headlights in inclement weather when windshield wipers are in continuous use.
