Requires the Governor, in filling vacancies in the Senate, House of Representatives, and U.S. Senate, to select from a list of five prospective appointees nominated by the political party of the prior incumbent. Makes an emergency appropriation of $1,500,000 in general funds for FY 2005-2006 and an emergency appropriation of $6,500,000 from the State Risk Management Fund FY 2005-2006 to cover $5,000,000 in anticipated expenditures relating to the 5/7/05 Kalaheo increase in property insurance premiums.

RELATING TO CIVIL DEFENSE.

Directs the Governor to establish criteria, requirements, conditions, and limitations for providing emergency shelters for pet animals. Requires the Director of Civil Defense to identify public shelters suitable for sheltering pet animals. Allows the Director to identify private shelters for the same purpose. (HB3121 HD2)
