RELATING TO DISASTER MANAGEMENT AND HUMANITARIAN ASSISTANCE.

Appropriates funds to retrofit existing and construct new emergency shelters, operate shelters on a 24/7 basis, upgrade civil defense communication systems, conduct an education and awareness campaign, and provide humanitarian aid.

RELATING TO EDUCATION.

Repeals the transfer of functions from the departments of budget and finance, attorney general, and human services to the department of education. Delays the transfer of school health aides and public health nurses from the department of health to the department of education.

RELATING TO DISASTER PREPAREDNESS.

Establishes hurricane resistant building code for state buildings; requires developers to install siren warning devices in developments; provides wind resistant devices income tax credit; establishes rebuttal presumption in favor of undergrounding utilities in tsunami-prone areas; clarifies governor's duties in deploying national guard; allocates funds from FY06 to establish emergency cache; prohibits profiteering and price gouging; creates residential disaster assistance special fund and makes appropriation; makes appropriations for emergency shelter spaces, loss mitigation grant program, and civil defense warning sirens.

RELATING TO EMERGENCY SHELTERS.

Authorizes the issuance of general obligation bonds to fund retrofit of public school buildings to enable them to be used as emergency shelters.

Requires indirect public works project to comply with the law relating to prevailing wages in public works projects. Defines indirect public works project.
