Exempts the natural energy laboratory of Hawaii from the procurement code.

RELATING TO MONEYS FOR DISASTER PREPAREDNESS.

Raises the ceiling on expenditures from the major disaster fund from $1 million to $2 million to provide for additional disaster relief. Returns the interest earned on the hurricane reserve trust fund to the hurricane reserve trust fund when the Hawaii hurricane relief fund has policyholders. Creates a civil defense disaster preparedness special fund to build or improve public shelters, improve early warning systems, conduct public education on disaster preparedness, promote loss mitigation efforts, provide around the clock alert staff, update evacuation maps in phone books, develop statewide residential safe room design standards, fund disaster or emergency response programs, establish and maintain emergency supplies.

Repeals increase in the rental motor vehicle surcharge tax levied between September 1, 1999 and August 31, 2007.

RELATING TO MOTOR VEHICLE DRIVER LICENSING.

Establishes a Driver Responsibility Contract between the State and licensed drivers, serving as actual notice of the duties drivers owe to the State and other drivers in exchange for the privilege to operate a motor vehicle in the State.

MAKING EMERGENCY APPROPRIATIONS FOR RISK MANAGEMENT.

Makes an emergency appropriation of $1,500,000 in general funds for FY 2005-2006 and an emergency appropriation of $6,500,000 from the State Risk Management Fund FY 2005-2006 to cover $5,000,000 in anticipated expenditures relating to the 5/7/05 Kalaheo increase in property insurance premiums.

Authorizes the Comptroller to exercise discretion to deposit money received from the settlement of claims or losses of the State into an affected agency's account instead of the State risk Management Revolving Fund.

Makes an emergency appropriation for FY 2005-2006 to cover statewide budgetary shortfalls in electricity payments for facilities assigned to DAGS.

RELATING TO TAX CREDITS FOR RETROFITTING PRIVATE FACILITIES.

Provides a tax credit for taxpayers that incur costs for planning, designing, constructing, or otherwise modifying private facilities, which reinforces the facility's integrity pursuant to civil defense specifications.
