Allows consumers who are victims of identity theft to place a security freeze on their credit reports which will prohibit a credit reporting agency from releasing any information to unauthorized parties without the consumer's express consent and provide consumers more control over who has access to their credit report. |

RELATING TO PROTECTION FROM SECURITY BREACHES. Requires businesses that experience a security breach to notify affected people of the breach. |

RELATING TO DESTRUCTION OF PERSONAL INFORMATION RECORDS. Requires businesses that maintain or possess personal information of Hawaii residents to protect against unauthorized access to or use of the information after its disposal by destroying the personal information. |

Appropriates funds for an expanded law enforcement effort to compile a uniform identity theft complaint tracking system, to support an increase in community outreach programs, and to fund a study on the nexus between methamphetamine use and identity theft. |

RELATING TO ELECTRONIC COMMERCE. Changes name of task force, expands its responsibilities, and extends its life until 6/30/07. Adds the chief justice or designee, and representatives from each county police department, the Hawaii Prosecuting Attorneys' Association, and the U.S. Postal Service to the task force membership. |

RELATING TO SOCIAL SECURITY NUMBER PROTECTION. Requires businesses, subject to limited exceptions, from disclosing an individual's social security number to the general public; printing the SSN on an identification card or in mailings to customers; and requiring the transmission of a SSN to third parties without the individual's written consent unless the third party needs the information for a legitimate purpose. |
