RELATING TO HISTORIC PRESERVATION.

Requires DLNR to ensure sufficient buffers for public historic and cultural properties. Specifies that acquisition of surrounding lands for buffers is a taking of private property for public use.

Makes a knowing violation of the conditions of an approved mitigation plan that includes monitoring and preservation plans a civil and administrative violation.

Creates a tax credit for rehabilitation of historic properties.

RELATING TO CULTURAL AND HISTORIC SITES.

Appropriates funds for staff hires or contracts to develop prioritized inventories of cultural and historic sites and facilities that may be included on cultural or historic registers for preservation.

RELATING TO LEGISLATIVE PROCEEDINGS ON THE INTERNET.

Appropriates funds for legislative media streaming to provide audio and video streaming of legislative proceedings over the Internet.

RELATING TO TAXATION.

Specifies that a vendor will only be paid when measurable increases in revenues resulting from the initiatives are collected by the State. Creates an ITIMS special fund to hold the proceeds from the initiatives, to be used in part to enhance the DOTAX computer system, the integrated tax information management system (ITIMS).

RELATING TO STREAMLINED SALES AND USE TAX.

Adopts amendments to Hawaii's tax law that will allow Hawaii to participate in the Streamlined Sales and Use Tax Agreement.

Persons wishing to testify should submit 25 3-hole punched copies of their testimony to the committee clerk, Room 216, State Capitol, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
