RELATING TO LABOR.

Allows a public employer to negotiate procedures and criteria on promotions, transfers, assignments, demotions, layoffs, suspensions, terminations, discharges, or other disciplinary actions.

RELATING TO EMPLOYMENT PRACTICES.

Prohibits an employer or labor organization from discharging or barring from employment, withholding pay from, or demoting an employee who uses accrued and available sick leave.

RELATING TO PUBLIC WORKS.

Requires the Department of Labor and Industrial Relations to enforce Hawaii's prevailing wage law through the collection and maintenance of certified copies of all payrolls for public work projects.

RELATING TO LABOR.

Makes it the responsibility of the chief procurement officer to inform governmental contracting agencies of the requirements and applicability of Hawaii's prevailing wage law.

RELATING TO VOCATIONAL REHABILITATION.

Adds an employee who has otherwise been deemed unable to return to the employee's position to those whom the director of labor and industrial relations may refer to the department of human services or private vocational rehabilitation services.

RELATING TO GOVERNMENT EMPLOYEES.

Provides that, in cases where public employees are convicted, pleads guilty or no contest to, even if the plea is deferred, to having embezzled, stolen or otherwise unlawfully taken, received, retained or failed properly to account for, any property or funds belonging to the State or any county or any department, bureau, board, or other agency, public employees be fined four times the amount taken.

Converts certain exempt positions to civil service in accordance with Act 253, SLH 2000.

Provides that employees already in public service who have satisfactory performance are given first consideration for civil service vacancies.

Requires a percentage of unemployment insurance assessments to be credited to the employment and training fund.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Permits the EUTF to require individuals who become eligible for Medicare Part B reimbursements on or after 7/01-06 to accept direct deposit of the reimbursements to an institution of their choice.
