RELATING TO EMPLOYMENT SECURITY.

Appropriates $20,000,000 for fiscal year 2006-07 in Reed Act funds for services of the unemployment insurance and workforce development divisions. Allocates funding to the local workforce investment boards for employer outreach and services, labor force pool expansion and capacity building.

RELATING TO SUBSTITUTE TEACHERS.

Establishes that the compensation of substitute teachers shall be tied to the salary or wage increases provided to licensed class II teachers of the department of education.

RELATING TO COLLECTIVE BARGAINING IN PUBLIC EMPLOYMENT.

Creates a collective bargaining unit for substitute teachers of the department of education, including part-time substitute teachers working less than one-half of a full-time equivalent.

RELATING TO UNMARRIED COUPLES.

Ensures parity between unmarried couples and married couples by extending the benefits provided under the State's employer-union health benefits trust fund to reciprocal beneficiaries.

RELATING TO VOLUNTARY EMPLOYEES' BENEFICIARY ASSOCIATION TRUSTS.

Clarifies the purpose section in the law relating to employee's beneficiary association trusts.

RELATING TO SUBPOENAS.

Entitles a police officer who testifies or is compelled to be available as a state witness under a subpoena when off-duty to overtime compensation. Requires the State to reimburse the counties for 50% of overtime compensation paid.

RELATING TO ALLOWANCE ON SERVICE RETIREMENT.

Grants to police radio dispatchers treatment similar to that accorded to other law enforcement personnel under the employees' retirement system.

Provides for effective and timely communication between all levels of government and individuals who are precluded from using public services due to language barriers.
