Establishes general administrative penalties for violations of the forest reserves law. Increases criminal fines for timber trespass. Requires public or private school, agency, or institution staff who, in their professional capacity, have reason to believe that child abuse or neglect has occurred, or that there exists a substantial risk that it will occur in the foreseeable future, to immediately report the abuse or neglect directly to the DHS. RELATING TO HEALTH.

RELATING TO THE BACKLOG IN UNSERVED ARREST WARRANTS.

Authorizes service of warrants by retired police and public safety officers to assist in reducing the backlog of unserved arrest warrants. Provides for a sunset date of July 1, 2011. (SD1)

RELATING TO CHAPTER 134.

Amends chapter 134 to comply with certain provisions of the federal law contained in the "Brady Bill" by: (1) reflecting the current federal requirement that state firearms registration records include place of birth, country of citizenship, and for non-citizens, an alien or admission number; (2) reflecting the federal mandate that the national instant criminal background check system and the immigration and customs enforcement databases be checked prior to the issuance of firearms permits; (3) prohibiting a person's possession of firearms under state law if the person is prohibited from possessing firearms under federal law. RELATING TO FIREARMS, AMMUNITION, AND DANGEROUS WEAPONS.

Repeals prohibition against manufacture, possession, sale, barter, trade, gift, transfer, or acquisition of detachable ammunition magazines with a capacity in excess of ten rounds. (SB600 HD1)

Adds persons and entities that are allowed access to adult probation records. Restricts victim's access to adult probation records to the name and contact information of the defendant's adult probation officer. (SD1)

RELATING TO CRIMES AGAINST MINORS.

Add electronic enticement of a child to the list of class C felonies subject to repeat offender sentencing. Mandates at least 1 year incarceration for defendants convicted of promoting child abuse or convicted of electronic enticement of a child. Eliminates the possibility of a deferred plea for those who enter a plea to the crime of promoting child abuse or the crime of electronic enticement of a child. Adds a new misdemeanor of electronic enticement of a child in the third degree. (SD1)
