RELATING TO CAMPAIGN SPENDING.

Clarifies that if a corporation or company uses funds from its own treasury to fund the corporation or company's own noncandidate committee, there is no limit on contributions or expenditures to the corporation or company's noncandidate committee. Each noncandidate committee may only make contributions in the same aggregate amount as an individual may contribute provided that the noncandidate committee register as a committee. Establishes an expenditure ceiling for prosecuting attorney candidates who participate in the publicly funded campaign program. (SD1)

RELATING TO HIGHWAY SAFETY.

Allows the State to take immediate action when a vessel is grounded on a coral reef or is in imminent danger of breaking up. (SD2)

RELATING TO BIOLOGICAL EVIDENCE.

Provides for the immediate DNA testing of all felons who are currently incarcerated. Allows for post conviction DNA testing for those who were not convicted but were acquitted of a crime on the ground of physical or mental disease, disorder, or defect. (SD1)

Amends the definitions of "public housing project" and "tenant" for purposes of evictions from federal public housing. Amends references to the time period in which a public housing tenant has to request a grievance hearing in the written notice of eviction to conform to the recently amended grievance procedure rules. RELATING TO EMINENT DOMAIN.

Prohibits the exercise of eminent domain by the State, counties, or private entities for urban renewal or economic development purposes that result in the development of nongovernmental retail, office, commercial, residential, or industrial development. Exempts developments integral and required for public purpose projects from this prohibition. Allows a former owner or beneficiary to reacquire property for fair market value if property taken through eminent domain ceases to be used for stated public use. (SB 2986 HD1)
