RELATING TO LEGISLATIVE VACANCIES.

Requires the Governor, in filling vacancies in the Senate, House of Representatives, and U.S. Senate, to select from a list of five prospective appointees nominated by the political party of the vacator. Requires prospective appointees to be registered members of nominating political parties for a certain period of time prior to the appointment.

RELATING TO THE UNITED STATES SENATE.

Requires that, after receiving notice of a U.S. Senate vacancy from the governor, the chair of the previous incumbent's political party shall convene a meeting of the party's central committee to select qualified nominees to fill the vacancy; requires the governor to fill the vacancy by appointing an individual from the list of nominees.

RELATING TO THE HAWAII RULES OF EVIDENCE.

Provides that an issue regarding admission or exclusion of evidence is preserved for appeal once the court makes a definitive ruling on the issue and that a litigant need not renew objection or make offer of proof thereafter to preserve the issue for appeal.

RELATING TO ARBITRATION.

Allows the district courts to have jurisdiction over cases subject to arbitration agreements where the disputed amount is $10,000 or less.

RELATING TO JUDGMENT LIENS.

Repeals requirement for the debtor's social security number when recording a judgment, order, or decree for lien purposes. Clarifies that liens do not continue beyond the time period that the underlying judgment, order, or decree is in force. Clarifies that liens apply to judgments, orders, and decrees.

Prohibits consumption of liquor by minors.

RELATING TO ELECTRONIC VOTING.

Clarifies that, when using electronic voting machines, either a paper receipt or a voter verifiable paper audit trail that contains just a record of the voter's ballot selections may be used to verify a voter's vote. Allows the voter verifiable paper audit trail to be used to assess the accuracy of the voting machine's electronic record and to verify the election results.

RELATING TO SUPERSEDEAS BONDS.

Limits the amount of any supersedeas bond that may be required to stay execution of a judgment on a civil case pending appeal. Permits court to set a higher amount if appellant dissipates assets during pendency of appeal.

Establishes procedures for the creation of annuities used as settlement proceeds in structured settlements.

RELATING TO THE OFFICE OF INFORMATION PRACTICES.

Authorizes OIP to file an action in the circuit courts to compel an agency's compliance with a decision rendered.

RELATING TO THE OFFICE OF INFORMATION PRACTICES.

To make the powers and duties of the Office of Information Practices (OIP) in administering part I of chapter 92, Hawaii Revised Statutes (Sunshine Law), consistent with its powers and duties in administering chapter 92F, Hawaii Revised Statutes, the Hawaii Uniform Information gives OIP the ability to render decisions. Makes compliance by boards mandatory, and, if necessary, allowing OIP to obtain court enforcement of its decisions.

RELATING TO PUBLIC MEETINGS.

Allows two or more members of a board, but less than the number of members that would constitute a quorom, to discuss their individual positions relating to official board business at meetings of other boards or at public hearings of the Legislature.

RELATING TO LAND USE.

Allows agricultural lands used for certain activities to be leased without subdividing the leased land; provided that no residential structure is allowed on the land. The leased land is also exempt from county subdivision ordinances and is not considered an interest in land.

RELATING TO INTERNATIONAL MATCHMAKING.

Adds abuse orders of protection issued against the person as information that must be disclosed by a Hawaii resident as part of the resident's marital history information in dealings with international matchmaking organizations. (HB2050 HD1)

RELATING TO AN AUTOMATED VICTIM NOTIFICATION SYSTEM.

Establishes a statewide automated victim notification system to provide victims of crime with current information regarding the custody status of the defendant in the victim's case.

Provides for the authorization and payment of claims against the State for refunds of taxes, for judgments and settlements, and for other miscellaneous payments.

RELATING TO STATUTORY REVISION: AMENDING, REENACTING, OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES AND THE SESSION LAWS OF HAWAII FOR THE PURPOSE OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, AND DELETING OBSOLETE OR UNNECESSARY PROVISIONS.
