RELATING TO COMMUNITY NOTIFICATION.

Requires that community organizations such as neighborhood boards and community associations be notified when halfway houses, clean and sober homes, or drug rehabilitation homes are being proposed to be situated in their community.

RELATING TO INTOXICATING LIQUOR.

Authorizes the liquor commission to reduce the time from 30 days to 15 days for giving a decision to grant or refuse an application. Allows commission to remove names from registered voter list for lack of residency. Deems an application denied if the commission does not make a decision granting or refusing an application.

MAKING AN APPROPRIATION FOR A CITIZENS POLICE TRAINING PROGRAM.

Appropriates funds as a grant-in-aid to Honolulu police department for a citizens police training program to be conducted at least once a year in a location convenient to Oahu residents, particularly in communities seeking to expand citizen participation in fighting neighborhood crime.

Clarifies that members of county boards and commissions are subject to the respective county code of ethics, regardless of whether the board or commission member is appointed or elected.

RELATING TO INSTANT RUNOFF VOTING.

Provides for instant runoff voting for all county elections in which no primary election is held. Defines "instant runoff method". Provides for method of voting, counting votes, and certifying results using the instant runoff method.

RELATING TO THE POWER OF ARREST.

Extends the power of federal officers to make arrests under state law, currently limited to Customs and Immigrations Service officers, to include agents of the Federal Bureau of Investigation, Drug Enforcement Administration, Bureau of Alcohol, Tobacco, Firearms, and Explosives, United States Secret Service, and United States Marshal Service.

RELATING TO CHAPTER 134.

Amends chapter 134 to comply certain provisions of the federal law contained in the "Brady Bill" by: (1) reflecting the current Federal requirement tht state firearms registration records include place of birth, country of citizenship, and for non-citizens, an alien or admission number; (2) relfecting the federal mandate that the National Instant Criminal Background Check System and the Amends chapter 134 to comply certain provisions of the federal law contained in the "Brady Bill" by: (1) reflecting the current Federal requirement tht state firearms registration records include place of birth, country of citizenship, and for non-citizens, an alien or admission number; (2) relfecting the federal mandate that the National Instant Criminal Background Check System and the Immigration and Customs Enforcement databases be checked prior to the issuance of firearms permits; (3) prohibiting the possession of firearms under state law if they are prohibited from possessing firearms under federal law.

MAKING AN APPROPRIATION FOR DEVELOPMENT OF A NON-EMERGENCY REPORTING SYSTEM, KNOWN AS 3-1-1.

Appropriates funds to the Honolulu police department for the development costs of a 311 non-emergency reporting system.

RELATING TO HIGHWAY HAZARD EVALUATION DATA.

Prohibits discovery of safety hazard analysis. Clarifies that the motor vehicle accident reports completed by the police of the various counties is included in the prohibition against discovery. Permits the release of source data.
