The Following Measures Were Previously Heard On Friday, February 3, 2006:

SB 2053

RELATING TO THE FUEL TAX.

Exempts county mass transit buses from the state fuel tax.

SB 2054

RELATING TO MOTOR VEHICLES.

Amends definitions of motor vehicle for purposes of motor vehicle dealer licensing law to exclude vehicle bought by county to use in public transit system or for disabled. Authorizes state or county to purchase public transit vehicles from person who is not a licensed dealer.

SB 2065

RELATING TO MOTOR VEHICLE REGISTRATION.

Clarifies that the motor vehicle owner is responsible for paying parking citations; clarifies that unpaid parking citations do not prevent the transfer of registration or ownership.

RELATING TO TAXATION.

Ensures that counties that levy a county surcharge on state tax by ordinance to fund public transportation systems shall be responsible for administration of the surcharge.

RELATING TO STATE HIGHWAY FUND.

Allows moneys in the state highway fund to be used by the counties to construct and improve county roads.

RELATING TO ADVERTISING.

Prohibits commercial advertising for consideration on vehicles.

RELATING TO OUTDOOR ADVERTISING.

Prohibits advertising on a vehicle engaged in business when the vehicle is operated or parked in a public place, or private place if viewed from a public place, if the primary purpose is advertising.

RELATING TO HIGHWAY IMPACT FEES.

Removes the restriction that allows only counties with a population of greater than 500,000 to impose highway impact fees.
