Repeals the reproductive rights protection committee for not having served its intended purpose by being inactive for the last 8 years.

RELATING TO DEVELOPMENTAL DISABILITIES.

Requires community residential alternatives for persons with developmental disabilities or mental retardation to be in a setting of the person's choice if the person or the person's family and friends determine that the person can be sustained with supports, and the supports are attached to the person.

MAKING AN APPROPRIATION FOR DEVELOPMENTAL DISABILITIES.

Makes an appropriation to fund operations of developmental disabilities domiciliary homes and apartment projects for the developmentally disabled.

RELATING TO INCREASING CAPACITY FOR HOME AND COMMUNITY-BASED LONG-TERM CARE SERVICES.

Makes the regulation of Community Care Family Foster Homes (CCFFH) and Home and Community-Based Case Management Agencies (HCCMA) an ongoing requirement. Increases the number of medicaid clients that a Community Care Family Foster Home (CCFFH) may be licensed to serve at any one time from 2 to 3 clients. Increases the number of clients that a Type I expanded adult residential care home may be licensed to serve at any one time from 5 to 6 clients.

RELATING TO NEUROTRAUMA.

Allows money from the neurotrauma special fund to be used for direct services to individuals with neurotrauma. Requires that the fund to be used to obtain federal and private grant matching funds.

MAKES AN APPROPRIATION FOR A GRANT TO GLOBAL MEDILINK TECHNOLOGY INC. FOR THE ORAL HEALTH INSTITUTE OF THE PACIFIC PROGRAM.

Makes an appropriation for a grant to Global Medilink Technology Inc. for continued operations of the Oral Health Institute of the Pacific program for dental clinics and services on the island of Maui for QUEST, SCHIP, and Medicaid recipients, and uninsured who cannot find dental services in the private sector.

Establishes a dental care student loan repayment program as an incentive for dentists who serve in underserved communities and accept Med-QUEST and uninsured patients.

Prohibits the sale and distribution of flavored tobacco products.

RELATING TO TOBACCO PRODUCTS.

Prohibits use of tobacco products by minors. Requires minor to complete tobacco use cessation program for a first offense and to repeat the program and perform community restitution for any subsequent offenses. Requires issuance of a citation and provides for disposition in the same manner as a traffic infraction. Gives district court jurisdiction over the offense and the offender.

RELATING TO PSYCHOTROPIC MEDICATION.

Improves access to psychotropic medication for all participants in all medicare and medicaid programs.

Provides equal access when it comes to providing open, unrestricted access for Medicaid clients in need of psychotropic medications, regardless of whether they are in the Medicaid Fee-for-Service or Medicaid QUEST program.

RELATING TO INFECTIOUS DISEASE.

Requires the department of health to provide vaccination, treatment, and education to the homeless for hepatitis, tuberculosis, and other infectious diseases.

RELATING TO TRAUMA CARE.

Requires the distribution of a percentage of disproportionate share of hospital payments to The Queen's medical center on an annual basis to ensure the availability of physicians on-call for trauma care.

Includes an adult grandchild as a person entitled to obtain a deceased person's medical records.

Creates statewide commission on HIV/AIDS. Appropriation.
