RELATING TO LABOR.

Transfers the Manpower Development and Training Program from the Department of Labor and Industrial Relations (DLIR) to the University of Hawaii Community College System. Appropriates Reed Act Funds to be expended by the community college system for administrative costs of county employment service programs. Appropriates funds for four county manpower development program coordinators.

MAKING AN APPROPRIATION FOR JOB TRAINING IN NATURAL RESOURCES MANAGEMENT.

Appropriates funds to the University of Hawaii to fund job training programs with organizations qualified to train applicants in natural resources management.

RELATING TO THE UNIVERSITY OF HAWAII.

Authorizes the UH board of regents to provide tuition waivers or reductions to: members of the Hawaii national guard or the federal military reserves in Hawaii; active duty military personnel stationed in Hawaii; and dependents of the foregoing persons.

RELATING TO EDUCATION.

Appropriates funds to increase the number of public high schools participating in the Construction Academy training program, which allows high school students to take classes in various construction trades and earn credit towards an associate degree at an affiliated community college.

Makes appropriations for operations of, and repair and maintenance for the Department of Education (DOE) and the University of Hawaii. Authorizes DOE to use certificates of participation to finance the construction of new schools.

Authorizes the research and training revolving fund to be used for the repair and replacement of research related equipment and facilities. Discontinues fund transfers into the discoveries and inventions revolving fund and the housing assistance revolving fund.

RELATING TO THE UNIVERSITY OF HAWAII.

Increases the amount of general fund appropriations previously appropriated for the B Plus scholarship program. Deposits the appropriations into the student scholarship and assistance special fund. Changes the income guidelines.

* Proposed SD1: Establishes a Hawaii scholars program at the University of Hawaii.

RELATING TO THE UNIVERSITY OF HAWAII.

Changes board of regents (BOR) membership by increasing the number of members from 12 to 15. Requires a certain number of BOR members to represent specific geographic areas. Establishes that BOR members shall serve no more than 2 consecutive 5-year terms. Establishes that if a member is appointed to a second term of 5 years, the senate will consider the question of whether to reconfirm the member at least 120 days prior to the conclusion of the member's first 5-year term. Clarifies that every BOR member may serve beyond the expiration date of the member's term until the member's successor has been appointed and has been confirmed by the senate.
