Establishes the planning for longevity program to design, conduct, and evaluate a public awareness campaign that provides Hawaii residents within information and resources related to issues associated with longevity. Appropriates funds for the program.

Makes an appropriation for the Sage PLUS program to establish four .5 FTE Sage PLUS specialist positions to expand services to the neighbor islands, and for funds to support the program's operating costs.

Increases the maximum allowable occupancy in a type I adult residential care home from five to six persons.

RELATING TO INCREASING CAPACITY FOR HOME AND COMMUNITY-BASED LONG-TERM CARE SERVICES.

Makes the regulation of Community Care Family Foster Homes (CCFFH) and Home and Community-Based Case Management Agencies (HCCMA) an ongoing requirement. Increases the number of medicaid clients that a Community Care Family Foster Home (CCFFH) may be licensed to serve at any one time from 2 to 3 clients. Increases the number of clients that a Type I expanded adult residential care home may be licensed to serve at any one time from 5 to 6 clients.

RELATING TO PRESCRIPTION DRUGS.

Provides equal access when it comes to providing open, unrestricted access for patients who are medicaid recipients and who suffer from HIV, acquired immune deficiency syndrome, or hepatitis C, or who are in need of immunosuppressives as a result of organ transplants, regardless of whether they are in the Medicaid Fee-For-service or the Medicaid QUEST programs.

RELATING TO PUBLIC ASSISTANCE.

Establishes guidelines for evaluation and diagnosis of Medicaid recipients who have been diagnosed with diabetes or hypertension or have a family history of kidney disease and are at risk for chronic kidney disease.

Establishes funding for a pilot clinic to provide comprehensive prenatal, delivery, and postpartum care and social services on the island of Oahu to women who have a history of methamphetamine and other substance use.

MAKES AN APPROPRIATION FOR A GRANT TO GLOBAL MEDILINK TECHNOLOGY INC. FOR THE ORAL HEALTH INSTITUTE OF THE PACIFIC PROGRAM.

Makes an appropriation for a grant to Global Medilink Technology Inc. for continued operations of the Oral Health Institute of the Pacific program for dental clinics and services on the island of Maui for QUEST, SCHIP, and Medicaid recipients, and uninsured who cannot find dental services in the private sector.

RELATING TO PUBLIC ASSISTANCE.

Exempts certain physicians from obtaining preauthorization prior to dispensing medications to HIV/AIDS and hepatitis C patients on medicaid.
