RELATING TO EDUCATION.

Directs the department of education to seek proposals for potential use of its vacant classrooms for early education programs offered by public, nonprofit or private entities. Appropriates funds.

RELATING TO CHILDREN.

Expands the definition of "infants and toddlers with special needs" to include children through the age at which they are eligible to enter kindergarten.

RELATING TO EARLY CHILDHOOD EDUCATION.

Creates early learning authority within DOE. Sets powers and duties of authority. Creates workforce and professional development institute within authority and sets duties. Allows authority to contract with nonprofit early education agency to assist authority. Appropriates $2,000,000.

RELATING TO EDUCATION.

Establishes the federal revenue maximization revolving fund to collect and disburse revenue for medicaid-eligible health services provided to public school children.

RELATING TO EDUCATION.

Repeals the transfer of functions from the department of human services to the department of education regarding employment background checks specified in Act 51, Session Laws of Hawaii 2004.
