RELATING TO HEALTH.

Requires health insurance coverage for certain types of reconstructive surgery, including craniofacial surgery.

MAKING AN APPROPRIATION FOR MOLOKAI GENERAL HOSPITAL.

Appropriates funds to Molokai General Hospital for operating costs during fiscal year 2006-2007.

RELATING TO TAXATION.

Phases out the general excise tax by 2013 on services rendered by health care providers in rural areas federally designated as having a shortage of health professional services. Sunsets on January 1, 2020.

RELATING TO GENERAL EXCISE TAX.

Provides a general excise tax exemption for amounts received for the purchase of any supplemental food recommended by the "WIC" food program.

RELATING TO RESTROOM FACILITIES FOR WOMEN.

Provides that state facilities with restrooms shall make more facilities available to females.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR THE ADULT MENTAL HEALTH DIVISION.

Emergency appropriation for FY 2005 - 2006 ($4, 724, 703) general funds. Authorizes an increase in the expenditure ceiling of the Mental Health and Substance Abuse Special Fund by an additional $6, 148, 944 to DOH, adult mental health division, for ongoing services provided at Hawaii State Hospital and community-based services.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR THE FAMILY HEALTH SERVICES DIVISION.

Emergency appropriation ($1, 000, 000) in Early Intervention Special Fund monies for FY 2005-2006 for the DOH Healthy Start Program.

RELATING TO HEALTH.

Provides a means for childhood screening required for entry into school, when a child reaches the age of four and before the child reaches the age of six.

RELATING TO HEALTH.

Appropriation to prepare for a pandemic of a novel strain of influenza.

RELATING TO DENTAL SPECIALISTS.

Authorizes the licensure by credentials of dental specialists who are licensed in another state.

RELATING TO SUBSTANCE ABUSE TREATMENT.

Appropriates up to $350,000 per school complex for existing or emerging community coalitions to coordinate local anti-drug community efforts, fill service gaps, and implement best practice prevention programs.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION.

Increases the membership of the Hawaii health systems corporation board of directors by requiring that four new members be Hawaii health systems corporation service recipients.

MAKING AN APPROPRIATION FOR EMERGENCY MEDICAL SERVICES.

Appropriates $600,000 for a 24-hour, 7 days a week, rapid response emergency medical services unit for the Mililani/Mililani Mauka area.

MAKING AN APPROPRIATION FOR AMBULANCE SERVICE FOR THE HAIKU REGION OF MAUI.

Appropriates $         in FY 2006-2007 for ambulance service in the Haiku region of Maui.

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST THE HAWAII MEDICAL CENTER, L.L.C.

Authorizes the issuance of special purpose revenue bonds to assist the Hawaii Medical Center, L.L.C., in financing equipment purchases and the construction and improvement of health care facilities.

RELATING TO TAXATION.

Exempts amounts received by trusts whose sole beneficiaries are blind, deaf, or disabled from up to $2,000 in general excise tax liability. Limits general excise tax amounts collected from the trusts to one-half percent.
