Makes an appropriation for the executive office on aging to coordinate a statewide system for family caregiver support services.

Establishes interest-free home purchase loan programs for physicians and advanced practice registered nurses to provide them with an incentive to work in hard-to-staff rural areas.

Appropriates funds to build and operate residential drug treatment facilities for adults and children in rural communities.

RELATING TO SUBSTANCE ABUSE TREATMENT.

Appropriates up to $350,000 per school complex for existing or emerging community coalitions to coordinate local anti-drug community efforts, fill service gaps, and implement best practice prevention programs.

RELATING TO HEALTH CARE.

Requires the state health planning and development agency to publish a free visual health care directory guide map displaying all health care providers in the State including their services, geographic locations, insurance accepted, language spoken, addresses, and telephone numbers. Appropriates $500,000.

RELATING TO NURSES.

Provides for the automatic forfeiture of a license that is not timely renewed. Provides for an inactive license status. Imposes a 2 year restoration period for forfeited (non-renewal) licenses. Adds continuing education as an alternative proof of continuing competence for nurses who wish to activate their licenses after not having practiced nursing in the US for more than 5 years.

Increases the membership of the Hawaii health systems corporation board of directors by requiring that four new members be Hawaii health systems corporation service recipients.

For 2006-2007 flu season, gives preference to children under 10 and pregnant women not to be given vaccines containing more than a trace amount of mercury. For 2007-2008 flu season, prohibits such vaccinations for all. Allows certain exemptions.

Authorizes the issuance of special purpose revenue bonds to assist the Hawaii Medical Center, L.L.C., in financing equipment purchases and the construction and improvement of health care facilities.
