RELATING TO THE UNIVERSITY OF HAWAII.

Increases the amount of general fund appropriations previously appropriated for the B Plus scholarship program. Deposits the appropriations into the student scholarship and assistance special fund. Changes the income guidelines. Establishes a workforce development scholarship program at the community colleges. Specifies that state funds for all scholarship programs shall be placed in a separate account in the student scholarship and assistance special fund.

RELATING TO LABOR.

Establishes the rapid response development and training program within the community college system; makes appropriation to UH for the rapid response development and training program.

RELATING TO EDUCATION.

Appropriates funds to increase the number of public high schools participating in the Construction Academy training program, which allows high school students to take classes in various construction trades and earn credit towards an associate degree at an affiliated community college; makes appropriations to campuses.

RELATING TO COLLECTIVE BARGAINING IN PUBLIC EMPLOYMENT.

Creates a collective bargaining unit for substitute teachers of the department of education, including part-time substitute teachers working less than one-half of a full-time equivalent, but gives them the option of joining an appropriate and existing bargaining unit.

RELATING TO EMPLOYMENT PRACTICES.

Prohibits an employer from discharging or otherwise punishing an employee for the lawful use of the employee's accrued and available sick leave. Effective 7/1/2050.

RELATING TO CONTINUED TEMPORARY TOTAL DISABILITY BENEFITS TO INJURED EMPLOYEES.

Prevents the termination of temporary total disability benefits until the director of labor and industrial relations decides to terminate them.
