RELATING TO DISASTER PREPAREDNESS.

Prepares for Disasters by: establishing Civil Defense Disaster Preparedness Special Fund and makes appropriation to the fund; establishing Prepared Emergency Response Plan Commission; requiring counties to designate and maintain emergency shelter for homeless, hospitals and nursing homes to develop disaster preparedness plans; Department of Health to study structural integrity of hospitals and nursing homes, Department of Defense to develop disaster preparedness emergency shelter plan and report to Legislature; establishes the Residential Disaster Special Assistance Fund; increases expenditure cap of Major Disaster Fund to $2,000,000; authorizes Governor to expend funds from the emergency and budget reserve fund to provide emergency assistance to residents and businesses of the State after natural disaster; limits the percentage of National Guard that can be activated by Governor for purposes other than disaster relief; establishes class C felony and misdemeanor offenses for price gouging and profiteering after natural disaster.
