RELATING TO TEACHERS' HOUSING. Transfers administration of the teachers' housing program from the Housing and Community Development Corporation of Hawaii to the Department of Education. Requires the unexpended balances of the proceeds of general obligation bonds, rental payments for housing from teacher tenants, and repayment of downpayment loans to teachers be deposited in the Teachers' Housing Revolving Fund. Expands the uses of the Revolving Fund to include the financing and repair of teachers' housing. Authorizes DOE to make downpayment loans for the purchase of residential property to teachers. |

RELATING TO SUBSTITUTE TEACHERS. Establishes that the compensation of substitute teachers shall be tied to the salary or wage increases provided to licensed class II teachers of the department of education. |

RELATING TO EDUCATION. Confers the same rights, privileges, and benefits of civil service employees in DOE to civil service employees of new century conversion charter schools. Confers the same rights, privileges, and benefits of exempt civil service employees of DOE to exempt civil service employees of new century charter schools and new century conversion charter schools. Ensures that civil service employees at new century conversion charter schools who are promoted or take a voluntary demotion to another civil service position within DOE receive the same rights, privileges, and benefits of continuous, uninterrupted civil service. |
